   1.      Characteristics and Objectives

 Characteristics and Objectives:

  1. Support the implementation of research and innovation strategies in the field of railway transport and coordination of activities within the '' Support Program TP to accelerate the construction of lines for fast connections and preparing their operation in the Czech Republic" including links to other programs TP - Transition to a single power supply 25 kV 50 Hz, Implementation of ERTMS on lines in the Czech Republic and Management of railway infrastructure maintenance.
  2. Supervisor of railway research and development capacity and capacity testing (professional and technological capabilities, the possibility of verifying the results of the solution, experimental verification, laboratory tests).
  3. Ensuring and coordinating the supported activities of the High-speed lines (HSL) project 3.1 in accordance with the “Feasibility Study”: a) preparation and updating of design themes that meet the characteristics of industrial challenges and substantive focus on the interoperable European rail system, b) preparation and elaboration of the “Roadmap” of the procedure of introduction of modern technologies in the preparation and implementation of fast connections (FC) resp. high speed lines (HSL) in the Czech Republic.
  4. Active support of the establishment of the National Centre of Competence for High-Speed Rail and the involvement of TP members in the solution of projects within the Program of the Ministry of Transport and Technology Agency of the Czech Republic - “Transport 2020+”.
  5. Providing support for railway research through national and European programs - promoting the requirements of the Czech railway industry, universities and research institutes, dealing with railway research, development and testing, including ensuring the cooperation with national and international institutions and organizations (in particular the Ministry of Transport, Ministry of Industry and Trade, Czech Railway Infrastructure Manager, Technology Agency and Grant Agency of the Czech Republic, UIC, CER, TP ERRAC, Shift2Rail).
  6. The application uses the current document and EU legislation in the area of the railway sector in the Czech Republic and in response to the needs of members of TP - 4th Railway package, Directive interoperable railway system, Technical Specifications for Interoperability.
  7. Promoting a wider participation and active involvement of TP members and employees of Czech Ministry of Transport and Czech Railway Infrastructure Manager in training of students and postgraduate students in order to get them for work in railway companies.   



   2.      Contents of Activities

 Activities of the Expert Group:
  1. The expert group will be closely in cooperation with other expert groups and the Scientific Board of TP, as well as all universities (CTU Prague, VUT Brno, ZČU Plzeň, DFJP University of Pardubice, TU Ostrava) and other members of the TP.
  2. It will continue to seek continued political support and cooperation with the Subcommittee on Transport and the Chamber of Deputies of the Parliament of the Czech Republic in implementing the “HSL and FC Program in the Czech Republic”.
  3. Effective forms of support and cooperation with all interested institutions and state administration bodies (Ministry of Transport, Ministry of Industry and Trade, Technology Agency and Grant Agency of the Czech Republic, Czech Railway Infrastructure Manager) and other partners and personalities in the Czech Republic and abroad that may influence positive development in preparation and implementation of HSL in the CR.
  4. Preparation and monitoring of possibilities of the TP and their members involvement into projects and other activities of Shift2Rail initiative, incl. participation in Shift2Rail and railway chapter of Horizon 2020 and Horizon Europe projects.
  5. Ensuring of supervision of the TP and their members participation in the Shift2Rail initiative, comprehensive ensuring of system supervision, processing and evaluation of benefits for the rail sector in the Czech Republic
  6. The work will be based on the EU strategic documents, the Strategic Railway Research and Innovation Program (SRRIA) of ERRAC (ERRAC Vision and Priorities until 2050), national strategy documents, in particular the National RIS3 Strategy 2014-2020 and others.
  7. It will actively participate in the updating and subsequent use of the basic documents of the Strategic Research Agenda (SRA) and the Implementation Action Plan (IAP).
  8. Ensuring or cooperation in the preparation and organization of professional conferences, seminars, international discussions and other TP activities in relation to the professional focus of the expert group.

   4.      Focus of TP activities in the area of R & D & I in support of applied research and experimental     development projects and strengthening cooperation between the academic, research and industrial sectors       

Regarding the needs of modern and high-speed railway infrastructure, the priority areas of R & D & I focus correspond to the needs in the application domain 1.3.3 Railway and rail vehicles. The HSL project envisages the elaboration of proposals for themes and projects whose results will meet the criteria of “industrial challenges”. In terms of subject matter of the project - high-speed lines (HSL) and fast connections (FC) - these are mainly the following areas:

  • Achieving interoperability of the European rail system, increasing safety and reliability, the development of new systems, equipment and components, railway infrastructure, meeting the requirements of the latest European legislation. Selected topics with expected use of the results of solutions for the development of VRT and RŽS in the Czech Republic with a focus on the requirements and fulfilment of the requirements of technical specifications for interoperability of structural subsystems of the European railway system.
  • New technical and design solutions. Railway superstructure - rail fastening, railway sleepers for high-speed railway operation. New generation of switches - development and verification of new switch designs for FC a HLS (application of the results of the European Program Horizon 2020.)
  • Development and use of advanced materials of new properties with higher life cycle, safety in railway operation, and more environmentally friendly. These include especially new metallic materials (higher strength steels, steels with higher corrosion resistance) and non-metallic materials (eg sandwich structures, composite materials and rubber applications) - a technological shift in the area of emission reduction and spreading of noise and vibrations in railway operation. Use of high-strength materials to reduce maintenance requirements for high-speed rail operations. Application - use of modern materials on the phase of geopolymer composites for repair and reconstruction of railway concrete and reinforced concrete structures. Utilizing a new generation of materials in the superstructure and substructure for fast rail connections.
  • The area of aerodynamics, including all the influences and effects of the natural environment and artificial constructions of infrastructure, both in terms of interoperability and the development of high-speed rail transport. Rolling stock resistance at high speeds in tunnel conditions.
  • Improving the lifetime of infrastructure, high-speed and conventional lines, and their components, using diagnostic and monitoring systems to detect and monitor the technical condition of railway lines and the dynamic effects of rolling stock in high-speed operation, including developing new diagnostic tools and improved methods track position (track geometric parameters). High-speed rail traffic and specific track and vehicle maintenance requirements, predictive maintenance based on vehicle-track interaction evaluation.
  • Further development of fixed infrastructure for safety, control and automation control drive vehicles. This is primarily the development and implementation of the European signalling system (ERTMS - ERTMS / ETCS and ERTMS / GSM-R), a higher utilization of the application of satellite positioning in safety technology, focusing primarily on ETCS, improving safety on regional lines, telematics applications, including diagnostics. Development of Radio Block Centrale (RBC) as an essential component of ETCS Level 2. Automatic Train Control (ATO).
  • In the area of control systems continue to develop fully automated traffic management, including linking to rail vehicles (SW, HW) and integration with other technological units for rolling stock. Optimization of automatic railway transport management is also important in terms of efficient energy management. Signalling equipment fully compatible and fully equipped for ETCS. Detecting means for detecting free / occupation of track sections in accordance with the development of traction drives of locomotives.
  • Power traction systems and overhead lines, traction equipment of railway vehicles together with increasing the efficiency and effectiveness of component utilization, driving chain management methods with the aim of reducing energy consumption and optimum use of adhesion conditions. Optimization of operation energy and interaction of the supply system with the power network.
  • Environmental area, harmonization with the environment - emissions / noise / power (support emission-free rail transport and reduce fossil fuel consumption, reduction of energy consumption, the development of components and systems for noise reduction, new environmental systems) focus to shift to the maximum emission-free and energy-efficient railroad. Research and development of advanced heat recovery systems for rail transport, synergy of the structure of the drive chain, auxiliary consumption and systems of automatic control of rail vehicles and transport with a view to optimizing energy use. Battery powered rail vehicles.
  • Testing, which is an integral and very important part of product research and development, will also be an important part of the TP project.
